The reason you had trouble finding the bumper is because it is a two piece bumper that Saturn Scrapped due to its impractical design. However I can still get them from the Factory in Tennessee. try www.saturnparts.com I know they sell them on there you just need to poke around because there site can be hard to search sometimes. I'm not sure on there prices but keep in mind that they are OEM parts and most of the time are less then the dealer would charge but shipping might kill you.
