Default Heavy gas pedal at cruise or stop...HELP

My girlfriend's 98 SL2 (110,000 miles) is experiencing what I would call a heavy gas pedal.

From a complete stop or even a slow down on the highway when you attempt to roll on the gas pedal it seems like it is fighting back-the pedal is actually more difficult to push than it was previously and the car bogs down.

While depressing the pedal downward the tach moves slowly but you don't feel a speed increase until the pedal is 1/2 to 3/4 way down. If you floor the pedal you do receive some resistance but the car does pick up speed.

Here's what i've checked so far:
1) Air filter a little dirty but otherwise okay
2) Pulled each plug of the engine while running to determine all cylinders were firing and wires were transferring spark (did not pull wires from coil pack, what should be checked at the pack?)
3) Transmission fluid looked fine, not black, but probably never been changed

The car drives fine but this is not normal behavior and could be a danger on the highway, any help is very much appreciated.

I took a look at it about 2 weeks prior to this problem and it appeared clean, i didn't even spray it with cleaner. Would the intake hose not being seated around the throttle body cause this type of response?, I can't be certain I seated it correctly after viewing the throttle body.

if throttle body is clean(must open butterfly to check, i would think you did) and no problem with throttle cable and gas pedal it sort of seems like the intake is building back pressure maybe do to a worn valve guide(s), stuck valve(s), maybe even a backed up exhaust. im not sure i would more put my money on saying the throttle body is dirty because for any of those other problems there would be more issues. really it could be other issues but i dont fully understand the whole heavy gas pedal. if the pedal is difficult to move, normally its a dirty throttle body or bad throttle cable.
