You are going to have to do some detective work.
For automatics.
Make sure that your park brake works. Try blocking the wheels as well so that the car has a hard time moving.
Start the engine and put it into gear. Now try tracking the noise down. The tensioner arm and pulley should be fairly steady but can have some minor movement. It should not be flopping about with the engine running. Have a look at the rest of pullies and see if they are flopping about. Some play can be normal in some of them.
Can't pinpoint the noise then shut the engine off and check the water pump pulley for bad bearings. The pulley should not move up down side to side much at all. If the bearings are bad in the pump it will move around a good bit. Best checked with the serpentine belt off. If the pulleis seem ok then start the engine with the belt off and runn it for a very short period of time in gear to see if the noise is still there. If gone it is a pulley problem. start rechecking. If still there then look further than the belt and pullies.
