Default Temp gauge stays in the 3/4 mark

I have a 1996 SW2 1.9 DOHC.

Temp gauge goes a little over 3/4 before fan kicks on to lower temp, is this normal? Is anyone else having the same problem?

This is fairly normal on the earlier Saturn's. If the car is running normally with no weird driving or idling things going on you are OK.

It's not a problem it's the way the system works, and if you have the A/C on the cooling fan will be on as well.
