i can't see, is it on the gasket too? i would assume it would impede the gasket from sealing correctly..

im sure its involving emissions, and goldie it is on the gasket as a hole. Im not sure though, maybe the car had the A.I.R. system???

Looks like it is for the air injection system. Not quite the same as the OEM but obviously an attempt to get close enough for emission testing and not getting SES lights.
The small center hole goes through to the outer part of the header with holes for bolts to get the air injection bolted up?

Puts air into the exhaust on cold starts to get the converters up and running faster.
