If it's a used car, it's sold as equipped. If anything's missing, it's not the seller's responsibility to include it, or if anything's broken, like a glovebox hinge or something, that's just how it is.
Having said that, it is a front plate state so you'd think they'd be on top of that, and they ought to have put a bracke ton there, factory or not, when they put it on display, if only to attract buyers. If it was a Saturn retailer or some large big name new car dealer, they might give you one as a courtesy, for good P.R. My Saturn retailer's parts counter gave me several things free that I found I needed over the course of a few weeks after I bought my 97 SW2 used from them. When they delivered the car to me, they wanted to put in a child seat tether anchor, and asked which of the 3 back seat locations they should put it in. I said I would probably move it around to suit the various cargo needs, so they installed one in all 3!
And yeah look in the spare tire well.
