Skip the tornado insert and the hp chip - neither will do anything.
The CAI & header are a good idea. As far as what one header has other the other - one might be coated or something. Not sure.
The bypass valve - some will tell you not to bother, others will say it's good insurance. I've not heard a totally convincing arguement either way, so that's up to you. Personally, I'd put it toward the bottom of the list & just stay out of puddles.
Cat-back exhaust - good!
fender scoop... would have to have a better idea what you have in mind, but it's probably unnecessary.
rebuild engine... does it need to be rebuilt (not running right), or do you have a goal (high compression, etc). If neither, don't worry about it, IMO.
Strut bar - good, just don't buy an uber-expensive one. You'd have to be a very serious autox-er for it to make a lick of difference over a cheap e-bay one.
Breathers... idea is to let hot oily gasses out of the valve cover, but they generally don't do much of anything & are more of a looks item 90% of the time.
Other stuff you could do... bore the throttlebody, reduce car weight, some other stuff.
buy a new car... Unless you're Mr. Moneybags, I'd have one car that you mod & have fun with, one that you leave close to stock. If car #2 is going to be a performance car (TA, Impala), you may want to leave your saturn as a daily & mod that, or you'll always be dissapointed that you pour big bucks into the saturn & not have the performance of the other car stock.
All are just my opinions, take 'em or leave 'em. Overall - it's your $$, do what you want.
