Start by using some Mother's Mag and Aluminum polish and do small circles all over the outside of the old lens. Once it hazes, buff it off and do it again. After 2-3 times, use a little plexy polish just to brighten it up with a single pass. Your headlights will look pretty much new, no disassembly required.

You could always try Meguiars Clear PlastX. That stuff works wonders!

If you do need to disassemble them, put them in the oven for about 15 minutes at 350 degrees, May sure you remove the level on the headlights if your year/model has one. That plastic on the level isn't as strong as the headlight itself. After 15 mins, take it out, sit it on a towel, have gloves on because the light will be hot. Use abutter knife if you have one, and gently pry the plastic away from the headlight backing. You will need to pry, reheat, pry, reheat, etc until it eventually comes off.
