Warning : This poster has never taken off a valve cover or painted one.
I'd suggest picking up a Haynes manual ( even tho I hate them ) and just follow the instructions on how to remove/install one.
Then do a search on valve covers and paint to see what you can come up with since I have no clue how to do that myself. I have seen that question posted before.
Update : Okay, I've searched on this myself cause I was curious as well and haven't really found the post I was talking about or any others with useful information. I'm sure there is one , just haven't found it. From the top of my head, i'm guessing ( GUESSING! ) that you'd need to strip off the stock paint. Sand the snot out of it to get rid of oil resedue and previous coats. Clean it up. Paint it, sand some more, and paint again ( repeat a few more times ).
Defenatly get some information as I've seen and hurd countless times of people having paint peeling and flakeing off within a few months and I'm sure you wouldn't want that. Also, having a local shop powdercoat it would be something I'd suggest looking into. I don't think its that expensive and they come out looking great ( depending on quality ).
