It really depends.
According to my reading, GM is highly beauraucratic, and has bean-counters that think if they save money by buying parts that don't last, they will get profit, while forgetting that Honda and Toyota ascended from little by almost always making things right the first time.
Other times, they complain that Honda and Toyota are totally cheating to get ahead. My responses are:
I don't remember them using halucigenic drugs on the people who built the Pontiac Aztek.
I don't remember them threatening to summon Godzilla if GM didn't initially think of small cars as a passing fad.
I don't remember them forging a signature on labor contracts that they knew couldn't be filled.
And so on, for every bad move that GM made in its history...
