Default question about manual trannies

So I read on HowStuffWorks about manual transmissions, and it talked about double clutching. It says you first release the clutch and put it into neutral and then rev to the recommended RPM for the next gear. My question is why do you have to rev it? When you release the clutch, does the RPMs go to 0 right away or what? Because if you are upshifting then the next gear is going to use a lower RPM, right? Or is double clutching only for downshifting?

Double clutching is only needed for manual transmissions that don't have syncronizers on the gears. All modern car transmissions have syncros for the gears.

Double clutching is designed to try and get the gears all spinning at about the same speed so that when you shift gears you are not grinding the gears together to slow one or the other down to get them to mesh.

Right, so if you upshift, you should just let your RPMs drop to where they should be for the next gear? Instead of revving them up?

I read about the syncros, but I thought double clutching was used when racing because it works better than a sycro. Is that true?
