Welcome to the board.

Is the radio actually displaying LOC? If so then it is indeed locked.
Ultimately it would be quickest and easiest to get youro local service department to get you the unlock code. There is a proceedure that needs to be doen that anyone can use but the code to unlock the radio needs to be gotten from GM and that access needs account numbers from a Saturn store.

here is what happened. I had a dead battery due to the cold weather. I hooked up a battery pack in the dark and hooked it up backwards. It blew my stereo fuse under the hood. I replaced the fuse and the stereo came back but does not produce any sound. It does not display "LOC". all the buttons work.

Hooking up the booster backwards does bad things.
If you are lucky you have only taken out the radio or fuses for it. Is the radio is lighting up and displaying the stations and time?
I would check all of the fuses in the car with a test light. Under hood and the left and right in car fuse panels.
Do you have the top end system with the amp? If so check there as well.

Yes everything is comming on Time, stations, etc. checked the fuses on the drivers side and under the hood. Have not checked passenger side yet, forgot about that one. I have the 6Disc in deck changer unit with casette. do you think there would be a fuse for the speakers? I wouldn't think so... but who knows!
