Default Which OBDII tester to buy? Actron? Equus? Another?

I have a 2003 Vue that is "crank/no start" with Throttle Actuator Control faults (looks like it may be throttle body cleaning or part replacement).

I am going to fix the car myself and am looking into which OBDII scanner to buy. Right now I am looking at either the Actron CP9180 or the Equus Innova 3130. I've read that Body

Control Module faults can't be checked with the Actron CP9180 but I don't know whether to believe the individual or not. I've read that neither is effective in powertrain fault coding (for instance - supposedly can't erase faults) but I don't know if I believe that either. I don't know what the best unit would be for the type car and the type repair, please advise me.

BCM codes will begine with "B" then the four number sequence. So you would need to find out if the scan tool you are looking at will read B codes.
Most non manufacturer scan tools will not read much of anything other than "P" codes. The higher priced--thousands of dollars--will do very close to manufacturer scan tools but not everything.
